How were the Park Service rules ambiguous as they were written in 1916?

The rules stated that the areas would be left unimpaired for the enjoyment of future generations, and also provide for their enjoyment. The ambiguity lies in the fact that in 1916 we did not know the vast number of cars or of our dependency upon them, or what it would mean for the parks to be "accessible" in 2009.
