Dr. Consuela Conchita is the GC doctor who is in charge of explaining to the people the nature and cause of the boils. She tells the people that the affliction does not seem to be connected with the loyalty mark but that examiners have been able to find no specific diagnosis or treatment for the pandemic. She suggests the people get a treatment of antibiotics, although this medicine hasn't proven to have any affect on the boils, and use whatever method of itch relief they find most helpful.
