Why was Quan arrested in the section titled, Defiance?

One day, Quan stole a pack of cards at a convenience store. The clerk pulled out a gun and said he was calling the police. When the officer arrived, Quan was unable to speak, and the officer took this as defiance. He handcuffed Quan and took him to the police station.
