Why was the author's mother unable to immigrate to the U.S.?

Lolo first petitioned to have both of his children brought to America--the author's mother and his uncle Rolan. However, the author's mother was still technically married and Lolo feared he would get caught so he rescinded the petition. He later tried to get her here on visitation visas, but she was unable to obtain one without having a job.
