What does the author describe as his "first legal American papers" in the Prologue?

The ten papers comprise the author's "Warrant for the Arrest of Alien" (2). Vargas received these papers after he was arrested and detained in Texas in 2014. They are, as of the writing of the book, the only legal papers he has that are valid.
