Mr. Hulligan is the owner of Hulligan's Wharf. He stocks volume supplies of food and other supplies on the island. He goes to the mainland a couple times a week to restock supplies. When Uncle August arrives telling them that the world is ending, Mr. Hulligan suspends his trips to the mainland. Mr. Hulligan breaks up the fight that occurs between Man and David, and he also builds a raft with David to escape Hulligan's Wharf after Man and Mrs. Boring escape with the island's only boat.
