Who is Judy from David Boring and what is their importance?

Wanda's sister, Judy, is a minor character in the novel. Judy is married, she has an affair with David, and she breaks off the affair after her husband becomes aware of her infidelity. Davis, however, doesn't get the hint and continues to pursue her.
