Why does Rubashov meet with Little Loewy?

Little Loewy is head of the dockworkers union in Belgium. The dockworkers are on a strike. Rubashov meets with Loewy to let him know that five ships are coming in and the Party wants those ships unloaded. He wants the party members to break the strike.
