Who is The Window Ching, The Widow Ching-Pirate from Collected Fictions and what is their importance?

Shortly after her husband is murdered, the Widow Ching takes up the leadership of a pirate fleet. She tries to be ethical in some respects in her leadership, and is later convinced by the Emperor to give up looting and pillaging.
