Don Alejandro is a rich rancher from Uruguay. While visiting Buenos Aires, Don Alejandro decides to form an international organization called the Congress. He later spends the majority of his wealth on books and vacations. After squandering all of his money, he is forced to sell his ranch and dissolve Congress.
