Significance of letters

Charlotte and the Consul write many letters in this novel, both to each other and to the Council of the Clave. These letters express the Consul’s unhappiness with the idea of Charlotte becoming the new Consul upon his retirement and Charlotte’s struggles to get support when she learns where Mortmain is hiding.
