Tiberius Claudius Drusus Nero Germanicus is the emperor of Rome and the novel's narrator. Before his accession, the people believed Claudius to be a crippled, stammering idiot; however, as Emperor, he reveals himself to have a sharp mind with intentions to reform Rome.
