Who is Mr. Brand from Clarissa and what is their importance?

Mr. Brand is a reverend, called in to officiate the marriage between Solmes and Clarissa when Reverend Lewen refuses to perform the ceremony. He sends a negative report about Clarissa to her family, which he eventually corrects and attempts to rectify his initial observations. Unfortunately, he is too late to do any good.
