CivilWarLand in Bad Decline takes place in a Civil War-themed amusement park called CivilWarLand. Coincidentally, the park is haunted by the ghosts of a family who lived on that land during the Civil War. The park is owned by a highly selfish and unscrupulous man named Mr. Alsuga. The park is occasionally attacked and vandalized by gangs of local teenagers. Mr. Alsuga secretly hires a very violent man named Sam as covert security. Sam begins killing the gang members, as well as teenagers who are merely bystanders. When investors find out and begin withdrawing their money, Mr. Alsuga burns down the park in the hope of receiving insurance payouts.
