Why do Petra and Calder not read the letter from Mrs. Sharpe to Ms. Hussey?

Petra and Calder almost decide to open the letter from Mrs. Sharpe to Ms. Hussey and read it, but it was dropped on the ground and stepped on by a man with a foreign accent. He picks it up and quickly mails it.
