Who is chasing Petra and Calder and what happens?

Petra and Calder are being chased by a man. The man chases and catches Calder on a playground, but Petra is able to find a security officer. She tells him what has happened on the playground, but when they get there and get out of the squad car to look for Calder, the man jumps into the squad car and takes The Lady Writing.
