What did Timothy White mean when he talked about the caste system in Jamaica, and how did that system impact people economically?

I only see one mention of the "caste system" in the book, which can be found on pg. 113, and addresses the Dungle.... a garbage heap fronted by shelters made of cardboard boxes, in which, the lowest caste lives. Note, White says that the caste itself is unnamed.
