Why do you think that presenting himself as a jokester helps Frank to be accepted and look as though he knows what he is doing in the hospital?

Whenever he doesn't know what to do, if someone calls him on it, he laughs it off. He is so calm and confident that it doesn't seem likely to anyone that he isn't really a doctor.
