Who is Master Archer from the novel, Blood on the River?

Master Archer, a gentleman, is one of Wingfield and Ratcliffe's supporters. He arrests Captain Smith after his return from Indian captivity. When Captain Newport later returns with the ship, Archer is removed from the council and sent back to England.
