Who is Jared Kincaid from Blood Rites and what is their importance?

Harry hires Kincaid as a mercenary to help him kill the Black Court vampires that are after him. Harry realizes Kincaid is not human but it is not until his old mentor explains it that Harry realizes that Kincaid is a Hellhound. Kincaid has little use for the law and votes to blow everyone up when they find the Black Court vampires. When the children are set free, it is unclear if he agrees with the decision to save the hostages.
