Who is Howie from Back to the Bedroom and what is their importance?

Howie is one of Dave's friends and a member of the Couch Potatoes group. He is a policeman, and he is responsible for accidently dropping the camera through Kate's roof. After the incident, Dave offers his second floor for Howie's use, so that he won't repeat the accident.
