Hank accepts his responsibility toward his family. He would be appalled at the idea of the government supporting them. It is part of his work ethic to take care of his own. On the other hand, Hank believes people should work for their rewards. He will not give Phillip a job he does not deserve and has not worked to get in spite of his mother's insistence that he should give Phillip a job simply because he is his brother.
