How does Dr. Ferris get Hank Rearden to sign over Rearden Metal to the government?

He blackmails Hank by threatening to expose publicly his affair with Dagny Taggart. Hank thinks he is sparing Dagny from public shame and freeing himself to have an open relationship with her.
