Dr. Stadler has sold out to the establishment and is now the head of the State Science Institute where all research and development is now supposed to take place. His surprise that the motor was being developed at Twentieth Century Motors research lab indicates his confusion about why a socialistic business had not sent such an important discovery to him. That is not the way things are supposed to work in the system he has accepted.
