The title of the chapter, "The Exploiters and the Exploited" might suggest that the industrialists like Hank Rearden exploit the public by creating products for their own personal gratification. Rand, however, turns that around to suggest that the socialist government are exploiting the industrialists. Support that idea.

The reason for Dr. Ferris' negative report on Rearden metal, according to Dr. Stadler, was simply that the Science Institute could not afford to have an individual invent something they could not do. In the meantime, the Equalization of Opportunity Bill has made it illegal for businessmen to own more than one business. This move weakens the financial ability of businessmen, making it more difficult for them to create new things. The Legislature is actually exploiting the successes of independent business to finance their socialistic form of government.
