Atlas Shrugged

The "Immovable Movers" in Rand's novel are the industrialists like Dagny and Rearden who produce because it is in their blood to do so. They produce for the joy of accomplishment and thus provide for the society as a whole. Rand compares them to the mythical Greek god Atlas who purportedly holds up the world on his shoulders. The industrialists are the ones who hold up society because they have the strength and the will to do so. In the novel, the socialists are taking away the incentives industrialists have to continue producing. A shrug often indicates a defeatist attitude of giving up. As the communists gain greater control, more and more industrialists vanish and the society begins to fall into chaos.
