Who is Charles Cavendish from Arkham Asylum?

Charles Cavendish is the administrator of the Arkham Asylum. After the rebellion, he stays behind after the other hostages are freed. As it turns out, he too has gone insane. Cavendish, after reading Arkham's papers, is certain that Batman is evil. He is killed by Ruth Adams when he tries to kill Batman.
