Who is Frankie Sheehan from Angels Flight: A Novel?

Frankie Sheehan is Harry Bosch's former partner in the Robbery Homocide Division of the Los Angeles Police Department. Sheehan is set up for the Elias murder, after which he supposedly kills himself. Harry solves the crime and finds Sheehan's murderer, as well as the reason he was framed for something he did not do.
