What is James' relationship with the Ministry of Agriculture?

James has to test the farm animals regularly for tuberculosis and send reports to the Ministry of Agriculture. He constantly files reports incorrectly . Clerical work is not his strong point and the Ministry's Divisional Inspector is always reprimanding him.
