Who was the Serial Diner, and what did he teach Rick?

The Serial Diner was a criminal in NYC. He was a thief who never ran. He committed petty crimes such as snatching handbags. But, he was most known for dining and dashing. He picked only restaurants that he knew would prosecute because he wanted to go to prison. He told Rick that prison was better than the streets. At least in prison you have a bed and three meals a day. Rick also learned that it cost tax payers much more to keep the Serial Diner in jail than to let him out.
