What does Rita say about the highwaymen and what does she do?

Rita identifies one of the suspects as Leroy Settle who lives on the other side of town. Randy says he wants all of them and any others like them. He tells her his plan and she thinks he can get away with it. She offers both the truck and gas with only a request that he return whatever is left. She decides to say the truck is stolen and fire the shotgun after he leaves to make it believable. Randy starts it and drives away.
