What does Randy do when he first arrives at McCoy and what does he see?

Randy arrives at McCoy and asks Lieutenant Colonel Paul Hart to clear his entrance onto the base. Hart meets Randy at Base Operations. Randy notices the base seems deserted and Air Police more serious. He parks at the flight-line fence where he sees fewer planes but assumes they are on foreign duty, though Paul usually leads that duty.
