Who is Phil from A Drink Before the War and what is their importance?

Angie's husband, Phil, is an abusive man without scruples.... at least until Angie has the wherewithal to taze him and beat him back. When Phil calls the police to report his wife for the attack, they warn him that his reputation will suffer is he admits to being beaten up by his wife. He does not press charges.
