Vargo Hoat from A Storm of Swords is an odious man who is opportunistic at best, and sadistic at worst. He is the one that cuts off Jaime Lanninster's fighting hand as a message to Lord Tywin (Jaime's father). Later, he is caught and Ser Gregor Clegane cuts off both arms and legs in retaliation.
