Who is Ser Loras from A Storm of Swords and what is their importance?

Ser Loras is Lady Olena's grandson. His sister is Margery Tyrell. When Loras sees Brienne with Jaime, as they come to Kings Landing, he wants to kill her because he thinks that she was the one that killed Renly. Jaime talks him out of it.
