Who is Basil Josephs from A Monstrous Regiment of Women and what is their importance?

Holmes uses the name Basil Josephs when he works some cases, usually, when he pretending to be a carriage cab driver. This is one of Holmes' many disguises and personas used while solving his own investigations, and the disguise he uses to help Mary solve her own investigation into the New Temple.
