What is the conflict in the novel, A Memory of Dragons?

The Army Corps of Engineers is carving up the Rocky Mountains in a search for ores, and economic dislocations have built suspicion between the eastern and western parts of the U.S., a mood that certain groups are ready to exploit by any means up to and including international or civil war.
