Who is Father Hart from A Great Deliverance and what is their importance?

Father Hart is the priest at St. Catharine's parrish. It is Father Hart, who discovers William Teys decapitated head at Gembler Farm. Hart was aware of Teys sexual abuse of his daughters for years but was bound by the confessional. He chose the epitaph for the infant in the graveyard, hoping someone would see it as a clue and look into what he himself could not reveal.
