Who is Constable Gabriel Langston from A Great Deliverance and what is their importance?

Gabriel Langston, the local constable, buried Whiskers. When questioned about his reasons for burying Whiskers (the dog) behind his cottage, he noted that Whiskers was a good friend to both him and his terriers..... he didn't want to see him cremated.
