What does Mugo say happened when he turned in Kihika?

Mugo says he decided to turn in Kihika when there was an award posted for him and a new District Officer. However, the District Officer didn't believe Mugo fully, and even spit in his face when he tried to turn Kihika in. Mugo says he regretted turning him in when he did.
