Who is Catelyn Stark, (Lady Stoneheart) from A Feast for Crows and what is their importance?

Catelyn Stark was the Lady of Winterfell. Her sons had been killed, her daughters taken, and her home burned to the ground. Brienne had promised to find her girls..... she promised both before and after Catelyn's death.
