In A Feast for Crows, the Lords Declarant are a group of seven lesser lords who do not see Pytr Baelish as their ruling soverign. However, three of the younger, more hot headed nobles, draw their swords after Pytr had offered them hospitality and Baelish uses this to shame them all and press his advantage. In the end, he tells them that if he hasn't set the Vale to rights in a year's time that he will relinquish his rulership of the region. Of course, he has no intention of doing so.
