Why will the Vallahans not sign the new treaty?

The Vallahans will not sign the new treaty that Rhys, Feyre, and Amren have spent months working on. The human queens are stirring and their army is not disbanded. The Queen of Vallahan sees no point in a peace treaty if the humans are about to start another war.
