How did Cassian get the Illyrians back in order after the war?

After the war during the spring, Cassian had worked to get the Illyrians back in order. He had spent four months with them soothing the jagged edges among the various war bands. He had ensured that families who lost fathers, sons, brothers, and/or husbands were cared for. He made sure they knew he was there to help and to listen. He also made it very clear that if they rose up against Rhysand, there would be hell to pay.
