The blood rubies symbolize the level of betrayal Tarquin feels after learning that Rhysand, Amren, and Fayre stole the Book of Breathings from the Summer Court. While they are all upset to receive the rubies, Amren shows her disdain for the threat by using hers as a paperweight.
