Why can Alex's mother not stay home? What do you think is the reason for this?

Alex's mother has to leave the house because there is a law that states that anyone who is not ill or a child must go to work. This law probably exists to encourage everyone to become a productive member of society, and not be idle. In idleness, people turn to crime, or so the government thinks.
