What does the drunk outside the Duke of New York think about the world?

The drunk says that it is a stinking world, and when pressed, he says that it is not a world for old men like him. He states that there is too much attention paid to science and other affairs, and that basic law and order have been allowed to decline. He does not fear the gang because they can do nothing to him that has not already been done.
