Tywin Lannister in Clash of Kings, has appointed Tyrion as Hand of the King. He's done this because he is in the middle of a war on his borderlands and he can't break away to come to his daughter's royal summons. It is also his way of letting Cersei know that she is not in charge. Cersei knows this and takes it for the message it is.
