What important political trends are taking place in North Vietnam and South Vietnam in the early 1960s?

There are at least two major political trends taking place in Vietnam in the early 1960s. First, the North Vietnamese have time to train and acquire better materiel, which enables them to fight more effectively against the vastly superior American forces. Second, the greed and corruption of the South Vietnamese government, coupled with Diem's cruel and unfair policies, only foments chaos and political instability in the south.
