Who is Jean Timberlake from 'F' Is for Fugitive: A Kinsey Millhone Mystery and what is their importance?

Jean Timberlake was seventeen when her body was discovered on the beach outside the Ocean Street Hotel. Bailey is arrested, and he pleads guilty to the murder, but later claims he is innocent. Kinsey arrives in Floral Beach to prove Bailey's claims.
